Is WPSJ-TV Channel 24, Hammonton, NJ still on the air?

When atmospheric conditions are right, I can pick up og TV signals for channels 38 and 41 from the Philadelphia area, but 24 never comes in. WPSJ has a construction permit for a digital channel on 51. I haven't seen that on the air either.
