Is the Islamic idea of covering women to prevent lustful thoughts and deviant behaviour self defeating?

I mean when men get together they will always find out if there neighbour is a babe, burka or no burka. "Oh Mohammed if only you could see what she looks like" Curiosity and male hormones are a bad mix.
